Wellsville
— A male came to the police department on March 6 around 4 p.m., to make a report on unauthorized use of his debit card. The male said that on or around Jan. 29, he woke up and went to his vehicle to find his debit card on the seat of his vehicle. He later received a bank statement regarding late fees which showed someone spent $200 with his card. He said it wasn’t him and that there were a few people with him when he was using it and he suspects one of them took it and used it in Chester, West Virginia and then placed it back on the seat in his vehicle without his knowledge or consent.
— An officer was dispatched to the Dairy Queen parking lot for a truck that backed into a vehicle on Feb. 28, at 10:36 a.m. Upon arrival, the officer made contact with both parties who stated the same thing that Joseph Reese was backing up his tractor-trailer and backed it into the other party’s vehicle, leaving a large dent to the right front fender. There was no visible damage to the tractor-trailer. The officer took photos of the damage and advised both parties that a report would be made.
— An officer was dispatched to Mcdonalds for a crash on March 7, at 12:31 p.m. Upon arrival the officer spoke with the two parties involved who both said they were backing out of a parking spot and didn’t see each other and hit.
— An officer was dispatched on Feb. 28, at 11:45 a.m., to 204 Broadway, lot 8 for a report of stolen and broken items. Upon arrival, the officer made contact with the male and female residents. The male told the officer he returned home from work about 4:30 p.m., and found his home broken into with several items missing and property destroyed. He also said he didn’t have any proof but believed it could have been his ex-girlfriend who made threats to him and his property when they broke up four months ago. The female said she left the residence about 8:30 a.m. and locked the doors. The officer took photos of the damage which consisted of broken cabinets and a broken couch. The male reported that the items stolen included a 55-inch TV, a PlayStation, $350, a jar full of silver coins and car keys. He also told the officer that his car was moved in the driveway and that it wasn’t where he parked it. The officer checked for signs of forced entry and found none and there were no cameras around to check. The male said he just wanted to make the report for his insurance.
— Officers were dispatched on March 1, at 5:38 p.m., to a Clark Avenue residence where a female had taken pills and stated she wanted to kill herself. Officers heard the female’s statements, and she was transported to East Liverpool City Hospital for evaluation.
— Officers were dispatched to a 9th Street residence, on March 11, for a person to be removed. Upon arrival, officer made contact with the caller who said a family member with mental illness who is off his medication and has need numerous harmful threats over a period of time to family members. The male was arrested for aggravated menacing.
— On March 9, officers created a report, for a female who said she received two emails from ODJFS about her husband signing up for unemployment benefits. She told officers she called them and filled out a fraudulent affidavit form with his information.
— The police department received a call on March 6, at 5:39 p.m., from Salem Hospital regarding a female that said she was assaulted by her boyfriend. She said they got into a verbal altercation that turned physical and he punched her multiple times in the head, neck, shoulder blades and back while threatening her and calling her names. She said he split her head open, and she was bleeding heavily. She also said this has happened multiple times and this altercation happened in a black and white camper behind the Floors by George Store on Mill Alley. Officers went to the location, but the boyfriend had already left. Officers spoke with individuals who live in the house where the camper is located and were told the boyfriend was allowed to keep the camper in the yard for storage. Officers retrieved images of the female’s injuries which included a gash on her head and a cut on her finger.
East Liverpool
— Officers were dispatched on Feb. 1 at 11:15 p.m. to Lisbon Street for a report of an intoxicated male walking down the middle of the road. Officers looked for him but did not find him.
— An officer responded to a report of a reckless driver in a white Cheverolet pickup truck on Ravine Street on Feb. 1 at 4:05 p.m. The officer was unable to find the vehicle when he arrived.
— An officer was dispatched Feb. 1 to Gaston Avenue for a report of a reckless driver in a Ram pickup with a maroon cab and silver bed. The officer noted that this is a complaint that has been received before. The officer checked the area and found a truck matching the description in a driveway on Riverside Park with no one in it. The officer did speak to a couple of men standing near the truck and advised them of his reason for being there and whoever was driving the truck needs to stop the in inappropriate driving habits.
— An officer responded to a domestic incident at 709 Lincoln Ave. Feb. 1 at 4:10 p.m. Upon arrival officers spoke a female who said she had been renting a room off the male resident and he was trying to throw her out. The officer spoke with the male and informed him that he would have to serve her with an eviction notice. The male said he was planning to get one first thing in the morning. At 4:30 p.m., officers were called back to the residence due to the male saying that the female was harassing him. Around 5:30 p.m., officers were called back for a third time. The male said that the female was scaring his daughter. The female walked outside to leave and officers informed both parties that if they were called back again, they would be charged with disorderly conduct. The female then left.
— On Feb. 1 at 3:03 p.m. officers were dispatched to Riverview Street for a report of an elderly women in a grey car parked partially in the roadway and slumped over the steering wheel. Officers checked on the subject who stated he fell asleep. Officers moved him along.
— On Feb. 1 at 7:28 p.m. officers responded to Riverview Cemetery in reference to a suspicious vehicle. The officers checked the area and didn’t find anything.
— An officer responded to East Fifth Street for a report of two females fighting in the street. Upon arrival the officer was not able to contact with the females and witnesses said they didn’t know who they were.
— On Feb. 1 at 2:49 p.m. officers took a report of a large pothole on state Route 39 that had caused damage to a vehicle. The driver was advised to call the mayor’s office.
— On Feb. 1 at 4:59 p.m. officers received a call regarding drug activity from an anonymous caller stating that there was heavy traffic coming a residence at 1947 Ohio Ave., and that the people staying there were meeting other people at the playground located in Klondike. An officer patrolled the area and found nothing out of the ordinary. More checks were done throughout the night with the same results.
— On Feb. 1 at 7:36 a.m. the police department received a call about a person lying in the grass area by Dairy Queen on West Eighth Street. Upon arrival, officers identified the male who was sleeping. The male decided it was better for him at that point to go across the street and sleep at his father’s house.
— Officers received a call on Feb. 1 at 9:50 p.m. from a female advising them a male was purchasing meth from a Ravine Street residence. Officers checked the known house and found all the lights off and no vehicles in the driveway.
— Nicholas Weyand, 28, address not listed, was charged with resisting arrest on Feb. 1 at 1:36 p.m. after an undercover officer observed him leaving a known drug house. Officers observed Weyand get in a vehicle with dark tinted windows and drive off. Officer noted the windows were so darkly tinted they could not see inside the car or see the driver. Officers conducted a traffic stop on the vehicle. After speaking with the driver, Richard Hutton, age and address not given, who said he did not have a valid driver’s license but provided officers with his social security number, officers asked the passenger (Weyand) for his identification, and he refused. The officer identified the passenger as Weyand, and the driver confirmed that it was him. Dispatch confirmed there was an active warrant for Weyand out of the Columbiana County Sheriff’s Office. Officers asked him to exit the vehicle and patted him down for weapons. When the officer asked him to place his hands behind his back Weyand asked why he was being arrested. The officer informed him of the warrant and tried to place cuffs on Weyand who pulled away and proceeded to evade arrest by running on foot. The officer used a taser, which stopped Weyand, and called EMS right when Weyand said he couldn’t breath. After a minute, Weyand seemed fine and walked to the patrol car by himself until the ambulance arrived. The officer observed “road rash” on Weyand’s hand and a small laceration above his eye. EMS transported him to the hospital. A state trooper arrived with a K9 who conducted a sniff of the vehicle. The K9 alerted to a positive sniff; officers searched the vehicle but found nothing. Hutton was issued a citation for driving without a license and window tint (16%).
— Officers were dispatched to the 400 sections of Woodlands Hills for a male in a vehicle possibly overdosed on Feb. 1 at 10:45 a.m. The officer woke up the driver, Richard Tittle, 32, to check on him. The driver stated he was ok and was sleeping in the vehicle due to him and his girlfriend arguing. The officer ran Tittle’s information dispatch who reported back that Tittle had an active warrant through the Columbiana County Sheriff’s Office. Tittle was taken into custody for the warrant. The officer searched for him and found a large clear bag with two separate baggies of different color substances, which were tagged and sent to the BCI lab for testing.
— While patrolling the area of Walnut Street and Bradshaw Avenue on Feb. 2 at 7:27 p.m., an officer observed a black Ford pickup broke down in the middle of the intersection. The officer stopped and spoke with the driver who said his transmission was acting up. The officer helped the driver push the vehicle off the road into a parking lot.
— Officers received a call from a female in Niles Feb. 2 at 2:32 p.m. telling them that she was interpreting for a friend who stated that she was aware of people smoking weed and under the influence of drugs at an apartment at 390 N. Shady Lane and there are children who live in that apartment, but she did not know the apartment number. She said the friend was Facetiming someone in the apartment and witnessed the person smoking weed around an infant. The caller would not give any names. The officer went to the building reported and walked all three floors listening for people and smelling for marijuana but found nothing. Later that night around 4 a.m., the female called back and said the same people were smoking around a child. Dispatch told officers she would not give an apartment number but said it was on the first floor through the double doors. The caller said she was watching the cameras and an officer did not go after her previous call. Two officers responded a second time to the building and checked the first floor. They found one apartment with lights on where they could hear people talking. Officers knocked on the door and heard someone inside say it was the police and it sounded like items were being moved around but no one answered. The officer knocked again and informed the people that they could hear them. The female identified as the lease holder stepped outside to talk to officers and told them she had people over. The officers asked if they could step in and see the child and she let them in. She brought out a child who appeared to have been sleeping. Neither officer smelled marijuana in the apartment, nor did they observe anything in plain view that was drug related. They only observed a pack of rolling papers.
— An officer responded to a report of a parking complaint at 721 Minerva St. on Feb. 2 at 8:37 p.m. Upon his arrival he observed a red Kia Forte parked in the road block a driveway. He issued a parking ticket and called First Class Towing to impound the vehicle. While waiting for the tow truck the vehicle’s owner Searrah Powell came outside and stated it was her vehicle. There was an active warrant confirmed for Powell through the Columbiana County Sheriff’s Office. Powell was arrested.
— On Feb. 2 at 11:57 p.m. officers responded to 709 Lincoln Ave. to a report of a male neighbor outside yelling. The male has an ongoing issue with a female he is renting a room to and had called shortly before the disturbance to report the female had left her bedroom window open and the furnace was running. He became upset when he was advised it was a civil issue. Both parties were again advised that this was a civil issue and would have to be settled through the court. The male claimed he already started the eviction process.
— On Feb. 2 at 12:57 p.m. officers were advised of a male being in his condemned house again and needing removed. Officers responded to 314 Monroe St. and removed the male from the premises since it was being torn down.
— Officers received a call from The Hot Dog Shoppe on Market Street on Feb. 2 at 8:23 p.m. advising them that there was a female they would like the officers to check on. Upon arrival, officers were told there was an older woman that had come in and ate but after she ate, she began cleaning the bathroom and was coming in and out of the building. Officers checked the area but did not find her.
— On Feb. 2 at 7:59 a.m. officers were dispatched to Jefferson Street for a report of a female yelling. Officers checked the area but found nothing.
— Officers responded to a report at 505 Wilbert Ave. Feb. 2 for Raymond Edwards, 39, address not given, who was on the property and listed on the no trespass list. Officers found Edwards and took him into custody for several warrants from the Columbiana County Sheriff’s Office.
— An officer observed a vehicle driving abnormally on St. Clair Avenue Feb. 2 at 11:20 p.m. and followed the vehicle onto Smith Street where it began to drive very slowly. The officer conducted a traffic stop and the driver said she was unfamiliar with the area and was visiting her daughter. She was returning home to Carrollton. The driver showed no signs of impairment and was given a warning for slow speeds.
